I have brown eyes, brown hair, and i have beige skin and I want to wear a red lip, what do I wear on my eyes?

Simple eyes. Just go for a natural look with browns. I love smokey eyes with a nude lip, and red lips with natural eyes. That way it doesn't look like too much. Just pick of feature to glam up and leave the others neutral.

A bright red lipstick looks great with just a nude base color eyeshadow and a cateye liner for a more sophisticated look but if you want something more bold you can go with a smoky eye but instead of black try a brown like coquette from MAC. Add a quick swipe of mascara and you'll be ready to go.

Try a shimmery beige/taupe eyeshadow with a little lighter shimmer on the brow bone and inner corner of eye. Line the upper lids with a dark brown or black liner. Keep your face clean and simple(perfect looking skin and natural flush in cheeks). Clean, polished brows are a must.

keep your eyes simple maybe a topaz eyeliner
(stila kajal eyeliner pencil in topaz) it goes on extremely smooth!

If you're going to wear a bold color lipstick, I'd keep your eyes in natural tones. Perhaps light pinks if your skin is more fair. I have tan skin so I use light/dark browns and golds. It allows more focus on your lips. I hope this helps!
